The Elections Coordinator will coordinate the appointment and training of Native American liaisons. Train appointed liaisons in all phases of the electoral process, including statutory qualifications to hold elective office, election-related deadlines, election day activities, and ballot issues such as constitutional amendments. Provide supervision and assistance related to voter registration, voting notices, forms, instructions, and other materials concerning the election process. This information will be provided in the Native American language to ensure that minority members are effectively informed and represented in the electoral process at the same level as other voters. Employee supervision includes hiring, training oversight, performance assessment, coaching, disciplinary actions, and terminations.

DUTIES AND RESPONSIBILITIES

  • Provides assistance in managing activities related to the conduct of elections under the jurisdiction of the County Clerk and the Native American population of Bernalillo County.

  • Assists in the preparation and tracking of registered voters, absentee voters, election officials, polling places, and voter signature rosters; coordinate voting-related activities with the U.S. Department of Justice and Native American leaders.

  • Reviews the State Election Code and Federal Voting Rights Act to ensure compliance with procedures. Assists in preparing instructions for election officials and provide the Native American population with support during the electoral process, including information on registration, voting notices, forms, instructions, and more. Coordinates the appointment and training of Native American liaisons; trains them in all phases of the electoral process, including qualifications for elective office, election deadlines, election day procedures, and ballot issues such as constitutional amendments.

  • Ensures polling locations are properly staffed and election personnel are adequately trained.

  • Maintains direct contact with state Native American election program representatives to coordinate services and avoid duplication of efforts.

  • Assists in the procurement and distribution of election supplies and equipment as required by the State Election Code and other legislative mandates. Maintains a perpetual inventory of all election supplies, voting machines, parts, and accessories.

  • Ensures voting machine technicians are trained in programming and maintaining the various voting machines used by the County; coordinates ongoing machine maintenance.

  • Assists in programming and sealing all absentee and early voting machines; conduct tests elections and ensure ballot box security.

  • Assists in the initial preparation, layout, format, and design of all relevant ballot-related information.

  • Assists in the transportation of voting machines to and from polling places, including managing equipment damage control; ensures warehouse security.

  • Assists in preparing the operational budget for the Bureau of Elections.

  • Interacts with public and private groups to disseminate information regarding the election process, as assigned.

MINIMUM QUALIFICATIONS

  • High School Diploma or GED.

  • Six (6) years of work experience in business/office administration, government, or a related field.

SCREENING AND COMPLIANCE

The offer of this Bernalillo County position requires compliance with the following:

  • Successful completion of a post-offer employment medical examination and background investigation.

  • Adherence to all County safety guidelines.

  • Complete all FEMA training(s) assigned to this position.

  • Possession of a valid New Mexico driver’s license by the date of hire and maintenance of a valid license while employed in this position.

  • Complete required supervisor training, if applicable.

WORKING CONDITIONS

  • Work is primarily performed indoors on flat, hard surfaces in a climate-controlled environment.

  • Subject to outdoor weather conditions during troubleshooting on election day or when addressing voting machine issues.

  • Work is primarily performed independently, with minimal supervision.

  • Use of a County vehicle may be required.

EQUIPMENT, TOOLS, AND MATERIALS

  • Equipment typically used includes photocopiers, fax machines, computers, telephones, and calculators.

  • Materials handled include files, forms, reports, other paperwork, and various basic office supplies.
