The Storm Drainage Coordinator oversees the maintenance and repair of all existing storm drain infrastructure and Bernalillo County storm drainage facilities. Perform sroutine and general maintenance at all assigned locations, including the installation and upkeep of storm drain culverts and conveyance systems. Oversees lead control systems and data acquisition telemetry systems for County lift stations, buildings, and properties.

DUTIES AND RESPONSIBILITIES

  • Oversees and coordinates the routine maintenance of various storm sewer drain lines, including manholes, water quality sites, outfalls, drop inlets, catch basins, infiltrators, lift stations, and retention and detention ponds. Evaluates maintenance requests, troubleshoots and diagnoses problems, and estimates time and materials required to complete jobs.
  • Manages the scheduling and planning of work orders assigned to Storm Drain staff. Maintains accurate logs of work performed. Instructs and trains staff on daily operations and on the repair or replacement of sump pump and storm pump systems, ensuring all work complies with current codes, manufacturer’s instructions, safety standards, and industry best practices.
  • Identifies and plans work to be completed by contractors. Obtains cost estimates and follows established procurement procedures. Provides technical assistance for new construction design.
  • Establishes preventative maintenance schedules based on manufacturer recommendations and automated Supervisory Control and Data Acquisition (SCADA) system alerts. Ensures required work is performed in response to reports and alarms to restore systems to normal operations. Manages daily adjustments, comfort limits, and equipment start/stop times.
  • Provides technical direction and on-the-job training to storm drain staff, including oversight of the Multismart system controls.
  • Offers technical support and guidance on the use of heavy equipment and its various applications. Troubleshoots and diagnoses mechanical faults in equipment.
  • Maintains various reports, monitors budgets and expenditures, and ensures accurate timekeeping for assigned staff.
  • Responds to emergencies during regular shifts and after hours, taking appropriate corrective action to restore system operations.
  • Contributes to performance evaluations, recommends new hires, and informs management of disciplinary concerns.
  • Serves as the on-call coordinator for the Storm Drain Maintenance Program, addressing after-hours callouts and emergencies.
  • Responds to, marks, and clears all Bernalillo County Utilities (BECU) and NM811 standard and emergency one-call notifications in accordance with State Statute Chapter 62 Article 14 NMSA 1978 (Excavation Law).
  • Performs other job-related duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree in Natural Resources Engineering Technology or related field.
  • Five (5) years of work experience in maintaining Water/Wastewater collections and Supervisory Control and Data Acquisitions (SCADA) related systems (to include Multi Smart control/efficient management systems.

SCREENING AND COMPLIANCE


The offer of this Bernalillo County position requires compliance with the following:

  • Successful completion of a post-offer employment medical examination and background investigation.
  • Adherence to all County safety guidelines.
  • Complete all FEMA training(s) assigned to this position.
  • Complete required supervisor training, if applicable.
  • Employee must have a valid New Mexico Class A, must include Tankers, Doubles, and Triples endorsement Commercial driver’s license, and maintain a valid NM Class A Commercial driver’s license while employed in this position.
  • Required Wastewater Certificate upon hire. Water 2 certification preferred.
  • Required OSHA 10- or 30-hour certificate.
  • Incumbent will have one (1) year from the date of hire to obtain a certification of the Curriculum of Operations from Vactor Manufacturing.


WORKING CONDITIONS

  • Performs work both indoors and outdoors, and is exposed to extremes of heat, cold, and humidity.
  • Must be available for Standby/On call after hours and weekends, and holidays.
  • Works in extreme weather conditions as required.
  • Worker is exposed to intermittent noise and vibration factors.
  • Worker will be “on-call” on a rotating basis and may also be on call for emergencies and work at any hour.
  • Work is performed on hard surfaces, in occasionally wet conditions.
  • Work hazards include steam, climbing of ladders, catwalks, entry into crawlspaces, operation of a county vehicle, risk of lacerations, burns, contusions, and other injuries, and exposure to high-pressure fluids and gases.


EQUIPMENT, TOOLS, AND MATERIALS

  • Utilizes county vehicles, telephone, and laptop.
  • Utilizes common Storm Drain tools including (but not limited to): wrenches, concrete tools, forming equipment, brazing, welding torch, electrical testing equipment, saws, hand tools, power tools, ladders, and other customary equipment.
  • Acids, solvents, lead soldering flux, pipe thread lubricants, and sealants.
  • Safety equipment may include safety goggles, masks, a hard hat, and rubber boots.
