DUTIES AND RESPONSIBILITIES
- Direct all functions and activities related to elections under the jurisdiction of the County Clerk.
- Review the State Election Code and Federal Voting Rights Act to ensure procedural compliance; oversee the preparation of election instructions for officials.
- Oversee polling locations and ensure that election personnel are sufficient in number and adequately trained.
- Guide Bureau of Elections (BOE) Managers in preparing lists of registered voters, absentee voters, election officials, polling places, and voter signature rosters.
- Manage the purchase and distribution of election supplies and equipment as required by the State Election Code; maintain a perpetual inventory of all supplies, machines, and accessories.
- Ensure BOE Managers train voting machine technicians in programming and maintenance; coordinate an ongoing maintenance program and provide guidance as needed.
- Oversee the programming, testing, and sealing of all voting systems used in absentee, early, and election day voting; maintain ballot box security.
- Provide oversight and guidance to BOE Managers for ballot layout, formatting, and design.
- Ensure BOE Managers handle transportation of voting machines, manage damage control, and maintain warehouse security.
- Assist in preparing the Bureau of Elections’ operational budget.
- Interact with public and private groups to disseminate information about the election process.
- Testify on behalf of the County Clerk in local, state, and federal court proceedings, if required.
- Coordinate with the Bernalillo County Attorney's Office and external legal counsel as necessary.
- Oversee election-critical infrastructure and coordinate with County, State, and Federal Departments of Homeland Security.
- Manage all aspects of election administration, including absentee voting, early voting, and election day voting.
- Ensure voter registration processes comply with state and federal election laws.
- Coordinate with municipal, county, state, and federal entities on election administration, resource needs, security, and public information.
- Supervise and direct personnel involved in the election process; ensure compliance with internal policies and external regulations; evaluate, train, and discipline staff as needed.

MINIMUM QUALIFICATIONS
- Bachelor’s degree in Business, Public Administration, Government, Political Science, Information Technology, or a related field.
- Nine (9) years of work experience in a professional administrative role.
- Two (2) years in a managerial position.

SCREENING AND COMPLIANCE
The offer of this Bernalillo County position requires compliance with the following:- Successfully complete a post-offer medical examination and background investigation.
- Comply with all County safety guidelines.
- Complete FEMA training(s) as required for the position.
- Possess and maintain a valid New Mexico driver’s license.
- Complete required supervisory training, if applicable.
WORKING CONDITIONS
- Work is primarily performed indoors in a climate-controlled environment on flat, hard surfaces.
- May be exposed to outdoor weather conditions while troubleshooting election equipment on election days or when responding to field issues.
- Frequently works independently with minimal supervision.
- May operate a County vehicle as needed.
EQUIPMENT, TOOLS, AND MATERIALS
- Frequently uses standard office equipment, including photocopiers, fax machines, computers, telephones, and calculators.
- Handles various materials such as files, forms, reports, election supplies, and a wide range of standard office products.
