POSITION SUMMARY

The Project Engineer Senior assures compliance with project schedule and contractor’s submittal of documents. Computes quantities, prepare construction documents, check accuracy and completeness of project personnel daily reports. Gathers and maintains project records and assures compliance with contract provision.

DUTIES AND RESPONSIBILITIES

1. CONSTRUCTION – Assure compliance with project schedule and contractor's submittal of documents. Gather and maintain project records and assure compliance with contract provision.

2. UTILITIES - Review designs and contract documents prepared by others. Coordinate efforts of other agencies involved in water, sewer and drainage management projects as needed. Provide technical assistance concerning sewer and water districts; conduct planning, design and prepare specifications for new or appended wastewater treatment, water supply and

drainage management systems.

3. PROJECT PLANNING AND DEVELOPMENT – Supervise, coordinate, monitor and review plans, standards, and specifications for utilities, roadways, bridges, drainage, etc., on County Public Works related improvement projects. Assist in the development of master plans, capital improvement plans, and other related plans. Assist in the preparation and direction of public

hearings, design and location meetings, etc. Coordinate and supervise the design work, as necessary, of professional consultants, planners, engineers, etc.

4. SPECIAL ASSESSMENT – Perform and monitor planning and design activities for public improvements through special assessment and other programs. Coordinate and monitor Special Assessment District proceedings, attend public meetings and protest hearings. Coordinate planning efforts with pertinent agencies and departments and comment on proposed subdivisions and vacations.

5. DEVELOPMENT REVIEW – Review replats, land division applications, major subdivision applications and other related land development matters, construction plans, designs and contract documents for conformance and compliance with County Ordinances, standards and policies. Perform as needed on-site property inspections for development review actions, chair the Public Works Case Review Committee and serve as a member on the County Development Review Authority.

6. TRAFFIC ENGINEERING - Conduct lighting studies, signal warrant studies and speed studies. Review and approve traffic control plans. Administer Bernalillo County's Barricading and Traffic Control Devices Ordinance. Ensure compliance with MUTCD requirements and assist in signal optimization and other related traffic engineering issues.

7. DRAINAGE – Review plans, designs and current documents prepared by others. Coordinate efforts of other agencies involved in drainage management as needed. Provide technical assistance concerning drainage management; conduct planning, design, and specification preparation for new or expanded drainage systems and review land development applications for conformance and compliance with County ordinances, standards and policies. Coordinate with other County departments regarding land development activities and serve as a member on the County Development Review Authority.

8. VERTICAL DESIGN AND CONSTRUCTION - Oversee project development, design and construction from start to finish. Serve as the project manager for all phases of vertical design and construction projects which includes but is not limited to: site development, drainage, utilities, landscaping, structural/architectural, mechanical and electrical components. Maintain project records and assure compliance with contract provisions. Conduct inspections and ensure quality and compliance with design, specification and applicable codes.

MINIMUM QUALIFICATIONS

  • Master’s Degree in Civil Engineering, or related field as recognized by the State Board of professional Engineers and Land Surveyors
  • Nine (9) years of related work experience in an engineering or construction role.

SUPPLEMENTAL INFORMATION

SCREENING AND COMPLIANCE

The offer of this Bernalillo County position requires compliance with the following:

  • 1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  • 2. Employee must comply with the safety guidelines of the County.
  • 3. College transcripts and proof of Professional Engineer registration required.
  • 4. Employee must complete required FEMA training(s) as assigned to position.
  • 5. Employee must complete required Supervisor classes if applicable.

WORKING CONDITIONS

  • 1. Duties are performed 50% indoor, and 50% outdoors which entails exposure to extremes of weather conditions.
  • 2. Indoor duties are performed in a temperature-controlled environment on an even carpeted or tiled surface.
  • 3. Outdoor duties may be performed on both even and uneven surfaces that may be wet or dry. Surfaces may be inclined or flat, and range from natural undisturbed soil to gravel, asphalt, or concrete.
  • 4. May perform duties alone or as part of a group.
  • 5. Work hazards or potential work hazards include, exposure to noise, vibration, dust, exhaust fumes, mists, and severe weather conditions; driving of vehicles; working in and around heavy equipment; and performing duties on rough terrain.

EQUIPMENT, TOOLS, AND MATERIALS

  • 1. Telephone, two-way radio, calculator/adding machine, measuring devices, photocopier, fax machine, paper forms, and writing instruments, computer, and computer aided design equipment (CAD) are used in performance of duties.
  • 2 County vehicle is used by employee in traveling from site-to-site throughout the County.
  • 3. Safety vest and hard hat are used by worker in performance of outdoor duties.
