POSITION SUMMARY

The Chief of Staff serves as a key member of the County Manager’s Executive Team. This position exercises authority over high-level management assignments, technical initiatives, and special projects. The Chief of Staff provides strategic guidance, coordinates cross-departmental activities, and acts as a liaison between the County Manager and Deputy County Managers, Department Directors, Commissioners, and elected officials. The role includes oversight of legislative initiatives, capital improvement planning, and other critical functions supporting the County Manager’s office. This position plays a central role in communication, decision-making support, and policy implementation.

DUTIES AND RESPONSIBILITIES

  • Co-directs operations of the County Manager’s Office with the Commission Services Manager and manages communication flow to and from the office to ensure consistent messaging to the Executive Team and key stakeholders.
  • Leads all aspects of the County’s legislative efforts, including coordination with state and federal lobbyists and drafting position papers on legislative initiatives.
  • Oversees the County Manager’s Office budget and monitors performance measure compliance, in collaboration with the Commission Services Manager.
  • Coordinates with Deputy County Managers on matters affecting their divisions and ensures follow-through on directives from weekly County Manager meetings.
  • Manages the County’s Capital Improvement Program (CIP), including preparation of the biennial Six-Year Capital Improvement Plan and coordination for Commission and state approvals.
  • Facilitates partnerships and funding coordination with nonprofit agencies receiving capital outlay funds through Bernalillo County.
  • Organizes and hosts public meetings and responds to inquiries related to the biennial CIP.
  • Coordinates with bond counsel and the Clerk’s Office to place General Obligation (GO) bond questions from the approved CIP on the November general election ballot.
  • Participates in key negotiation efforts, such as UNMH Mill Levy and lease discussions.
  • Develops new County policies and Administrative Instructions aligned with strategic goals and regulatory requirements.
  • Represents the County Manager in communications with organizations such as the New Mexico Association of Counties.
  • Delivers public presentations and speaks on behalf of the County Manager on significant issues.
  • Leads high-level projects requiring collaboration across multiple County divisions.
  • Prepares data analysis and executive reports to support informed decision-making by the County Manager.
  • Builds and maintains strong relationships with internal leadership, Commissioners, staff, and external partners.

MINIMUM QUALIFICATIONS

  • Master's degree in Business Administration, Public Administration, or a related field.
  • Twelve (12) years of related experience.
